Every time a state is short cash, they close parks.... why?

Its easier than eliminating staff positions in the capitals - or the extra aide- or the other office (you might have to travel farther to get to your constituents)
Its easier to cut things that don't take money out of a voter's pocket.
We can cut teachers - they re less valuable than administrators! (if you believe that one I've got some property in the boonies to sell you.
